MoCo ReConnect Youth Drop-In Center

The MoCo ReConnect Drop-in Center in downtown Wheaton is the only dedicated youth space in Montgomery County centering the needs of young people ages 16-24. The Center serves young people who are navigating transitions, and many of the youth who engage with us are building futures in the face of systemic barriers, including housing insecurity and limited access to consistent support at school, in the community, or with their families.

The Drop-in center collaborates with other agencies to provide outreach, case management, education, housing assistance, and employment training. In 2025, we began a new partnerhip with Pathways to Housing DC, which served 57 new young people through its Youth Street Outreach team from January to June 2025 before coming board as our on-site partner provider at the Drop-in Center in July.

Black, Latinx, and LGBTQIA+ young people are disproportionately impacted by systems that lead to disconnection from school and/or homelessness. This is why all program staff at MoCo ReConnect are trained to provide culturally competent and affirming care, to create a safe and welcoming space for all.

Youth Action Board

The Youth Action Board (YAB) is a collaborative entity made up of youth ages 17 to 24 and supported by the Montgomery County Department of Health and Human Services (Services to End and Prevent Homelessness), the Collaboration Council, the Montgomery County Interagency Commission on Homelessness (ICH), the MoCo ReConnect Youth Drop-In Center and its partners.

The YAB consists of young people who have a desire to impact the way their peers and future generations of young people experience homelessness in Montgomery County. These youth are viewed as experts who help hold government and nonprofits accountable for prioritizing the needs and wants of young people.

The YAB played a central role in developing and designing the MoCo ReConnect Youth Drop-in Center, which opened in June 2022. The Drop-in Center is a unique approach in Montgomery County as the only dedicated youth space specifically centering the needs of youth ages 16-24, particularly those impacted by housing insecurity and seeking alternative opportunities to traditional education pathways.

In September 2025, ICH officially approved Montgomery County’s Youth Coordinated Entry System (CES) Framework, representing a major milestone for our community and, most importantly, for the young people we serve. YAB members played a critical role in shaping the CES Framework by providing structured, informed feedback through presentations from the ICH Youth Work Group, listening sessions, and in-depth discussions during regular YAB meetings, ensuring that youth perspectives were meaningfully incorporated into the system’s design.
